The only costumes that you need to be online to get are the (currently) pre-order exclusive Captain of the Aquila, and Colonial Assassin, and then Ezio's Robes from Uplay. all the other are gotten by doing something in the game.

Anyways, if you're refering to bought outfits at Stores (Dyes), it's no glitch. The racks are for skins, like Ezio's robes from UPlay. I think he means the Robes you have to find for Achillies, he hid them in a cave and when you retrieve them he says they were from the first assassin to come to the new land.
After the default Assassin outfit, my favorite is probably the Captain of the Aquila uniform. I also liked the outfit you wore in the memory spoiler but you weren't able to keep it.
